To the leaders of USI,
Despite recent attacks upon the worlds of The Terran Hegemony by a member of USI, we of the Terran Hegemony and most particularly the commanders of FLEET, wish to make known to you our sincere interest in entering into a binding Non-Aggresion Pact with United States Intelligence. It is our fervent wish, to join and lend our support to your coalition of alliances.
